Slotkin Statement on Senate Passage of Defense Budget Bill, Includes Provisions to Rein in Administration Abuses

Oct 10, 2025 | Press Release

WASHINGTON, D.C. – U.S. Senator Elissa Slotkin (D-MI) a member of the Senate Armed Services Committee, voted to approve the Fiscal Year 2026 National Defense Authorization Act (NDAA). As a member of the Committee, Slotkin championed 40 provisions that have been successfully included in the bill. These provisions deliver more than $37 million in critical investments for Michigan, protects Americans against threats from China, and pushes back on the Trump Administration’s use of the U.S. military at home against Americans. The bill, which sets policy and recommended funding levels for the Department of Defense, passed the Senate with a bipartisan vote of 77-20.

Senator Slotkin pressed for provisions in this defense budget that put new guardrails on the Trump Administration’s misuse of the military at home, including to require service members deployed domestically to wear identification, and to provide trainings for service members supporting civilian law enforcement to protect against escalation during domestic operations. Watch Slotkin’s speech from earlier this week regarding her concerns over this Administration’s deployment of the National Guard at home.

“This bill proves if we get into a room, act like adults and work together, we can do the business of the American people,” said Slotkin. “If we can do this for our defense funding, we can do the same on the federal budget and on healthcare. When adults get in a room and negotiate, we can still do real bipartisan work.”

In addition to Slotkin’s provisions to ban Chinese connected vehicles from U.S. military bases and to restore focus in Department of Defense-run schools by limiting classroom smartphone use, Slotkin advanced legislation and investments to ensure Michigan continues to lead in advanced manufacturing, defense innovation, and military readiness.

This bill incorporates her Future of Defense Manufacturing Act, which will bring advanced manufacturing to Michigan by banning Chinese advanced manufacturing technology like 3D printers; requiring DoD to 3D print 1 million parts for priority areas like drones, metals, Army ground combat systems, and replacements parts; establishing dual-use technology hubs for public and private stakeholders to collaborate; and cutting red tape for integrating innovative manufacturing technologies for the military.
