Slotkin Announces Support for New Bipartisan Bill to Create a Strategic Critical Minerals Reserve

WASHINGTON, D.C. — Today, U.S. Senators Elissa Slotkin (D-MI) announced her support for a new bipartisan, bicameral piece of legislation that supports domestic supply chains for critical minerals to meet national and economic security needs through the creation of a new Strategic Resilience Reserve (SRR). 
 
“Everything from our cars to the chips in our defense systems require critical minerals,” said Senator Slotkin. “This legislation ensures we have a plan to stockpile critical minerals, counter China and protect our economy. This is an important to step to ensure China or other hostile nations never have a veto over our national security or our economy.” 

The Securing Essential and Critical U.S. Resources and Elements (SECURE) Minerals Act:  

  • Establishes the SRR in an independent government corporation—run by a seven-member board appointed by the President and confirmed by the Senate. 
  • The board will focus on supporting the critical minerals market, through stabilizing prices and expanding domestic and allied production capacity.  
  • The legislation also prioritizes support for projects that recycle, reuse or repurpose critical minerals or extract minerals from mining or industrial waste.

Last year, Slotkin introduced bipartisan legislation highlighting the need to cut through the red tape and allow for an expedited environmental review to streamline federal permitting for critical defense and energy supply chain projects. 

The bill was introduced by Senators Jeanne Shaheen (D-NH) and Todd Young (R-IN), alongside U.S. Representatives Rob Wittman (R-VA-01) and John Moolenaar (R-MI-02).
